I have just attempted to do this route, the ferry from Langkawi to Penang, and after a few stressful days of trying to book it, I was informed that this route no longer exists. The ferry from Langkawi to Penang (and vice-versa) was terminated in 2020. To avoid flights, you must now get a ferry from Kuah (Langkawi) to Kuda Kedah, then a train for bus to Penang. I hope this helps others who are looking to do this route 🙂
